Do you used CSInput or any other mods that will disable ranking?
Disable them all and you will able to gain EXP.
If there is no green tick after the name of the mod that means it do not support ranking.

Using mod to limit the sending of results does not affect your points or global rankings.
score maps that do not exist in the score library are treated as score maps that do not exist in PPD.
These are not reflected in experience points or rankings.
