You can try to modify PPD.ini manually, and mess around with the " [movieplaytype] " value.
I don't remember which value was the one for VMR thought .... try 0, 1, 2

ps : maybe it got removed from the source code and that's why it's not in the PPDConfig.exe anymore

it might not be due to the Draw Method.
What video decoders are you using ? LAV, ffdshows ? Are those up-to-date ? Are those configured to use hardware acceleration (DXVA, quicksync, CUVID, etc). Does this means nothing to you ?
Also you might be subject to the latest updates induced lag. Try to disable shaders in PPDConfig.exe.
And if it's still not working check my last post on this thread forum_thread/515
